Food Products Order (FPO)

What is Food Products Order (FPO)

FPO (Fruit Products Order), 1955 regulates the fruits and vegetable processing sector. The order is controlled by the Department of Food Processing Industries of Government of India. The Fruit Product Order has the specifications and quality control requirements on the production and marketing of processed vegetables and fruits, sweetened aerated, vinegar, water, and synthetic syrups. For every processing unit which manufacture and market such articles it is essential to get a licence under the Fruit Product Order the designated officers carry out periodic inspections. Besides, the processed fruit products and vegetable products which are imported into the country should also conform to the standards laid down in FPO.
Following are the minimum requirements laid down in the Fruit Product Order for quality standards and hygienic production: a) Place and surroundings of the processing unit.
 b) Hygienic and sanitary settings of building c) employees’ cleanliness, d) water portability, e) machineries & equipments with installed capacity, f) Quality control facilities and Technical staff, g) Product Standard h) Limit of Preservatives and additives.

This FPO order was formulated by the Ministry of Food Processing Industries (now FSSAI) through the Directorate of Fruit & Vegetable Preservation. This directorate has its Headquarter in New Delhi, with five regional offices with headquarters located in Chennai, Delhi, Kolkata, Guwahati, and Mumbai. There is one sub-office situated in Lucknow under Northern Region. The Regional offices have field officers who are responsible for carrying out periodic inspections of the food processing and manufacturing units and to make sure that hygienic conditions are maintained in the factories. During their inspections the officers may take samples randomly of food products from the manufacturing or processing units and from market. The collected samples are brought to the laboratories for examinations. It is tested whether the food articles were manufactured as per the specifications laid down under FPO.

The Central Fruit Product Advisory Committee consists of Technical experts and officials of concerned Government Departments, representatives of Central Food Technology Research Institute, Bureau of Indian Standards, Fruits and Vegetable Processing Industry and Consumer Organization for recommending amendments in the Fruit Product Order.

AGMARK Seal

AGMARK

AGMARK standard provides the AGMARK seal. The Directorate of Marketing and Inspection of Government of India has set up this standard in the year 1937. It has responsibilities of ensuring purity and quality of a product.
The head office of Directorate of Marketing and Inspection is in Faridabad and one Branch Office is in Nagpur.
The five Regional Offices of the Directorate are located at Delhi, Mumbai, Chennai, Calcutta and Hyderabad. It has forty three Sub Offices which are spread throughout India.
Central Agmark lab of the Directorate is situated in Nagpur. It has also twenty two Regional Agmark labs.

Objectives of Agmark
The main objectives of the agmark scheme are to promote Grade and Standardization of agricultural and allied commodities under agricultural Produce (Grading & Marketing) Act of 1937.

Main features of AGMARK
Based on their inherent quality, the quality standards for agricultural commodities are framed. To compete in the World trade various Food safety factors have been incorporated in the standards. Food Standards are being hormonised with global Food standards keeping in view the WTO needs. For the betterment and benefit of the manufacturer and consumer, certification of agricultural commodities is carried out. Certification of some food articles like Honey, Butter, Ghee, Ground-Spices, wheat Atta etc is very popular as these food articles are more prone to adulteration. Some food articles like Blended Edible Vegetable Oils and Fat Spread are compulsorily required to be certified under Agmark. Six cotton classing centres have been set up in cotton growing belt in India to give Facilities that provides testing and grading of Cotton for the benefit of cotton growers.

 Eligibility
Manufacture and producer who want to grade his products and commodities under Agmark need to get a Certificate of approval or authorization. For obtaining authorization the manufacturers should have the desired infrastructure to manufacture or process the products or commodities and should have access to an approved laboratory for the determination of quality and safety factors.

THE PREVENTION OF FOOD ADULTERATION ACT, 1954

For the good maintenance of health food is very vital for human beings. Every citizen of the country looks ahead to nutritious food, pure and healthy food free from any type of adulteration. It is the responsibility of the department of Prevention of Food Adulteration to implement the PFA act and the PFA rules covered under this act. In order to streamline the food safety laws in the country the Prevention of Food Adulteration Act was enacted by the Government of India in the year 1954. The aim was to give more powers to the system and prevent food adulteration. The Government in the Central also formed some Rules. They are known as the "Prevention of Food Adulteration Rules, 1955". Many amendments have been done to these rules from time to time (the last big amendment being effective w.e.f. 19th March 2009). However the States and Union Territories are accountable and responsible for the enforcement and implementation of PFA act and PFA rules.

The PFA Act, 1954 focuses on making provisions for the prevention of food adulteration. This Act is applicable to all states and UTs of India and it came into existence on June 1st 1955.

The menace of adulteration had grown to such an extent that Goernment of India was forced to enact this law to check this evil of Food Adulteration and introduced PFA act in the Parliament.
 Prior to PFA act 1954 different states had different laws to prevent food adulteration. These laws were not uniform and were passed by different states at different times without joint consultation. In 1937 a Committee was appointed by Central Advisory to Board of Health to review food safety in the country. This committee recommended a uniform laws or central legislation for the whole country. It was then the need for central legislation was felt. ‘Adulteration of food-stuffs and other goods’ was included in the Concurrent List (III) in the Constitution of India. Therefore, it became possible for the Government at the centre to form a single legislation on food safety. This Bill has replaced all the previous laws on food adulteration of different. This bill also applicable to the States where there were no laws earlier on food safeties.

When is Food article adulterated
If it is substituted completely or in parts with any substandard or cheaper ingredient
If abstraction has been done from any ingredient of the food article
The preparation has been done in unhygienic conditions and the food article is packed and kept in unhygienic conditions.
If the food article is prepared from the ingredient obtained from dead animal.
If the article consists in part dirty, perished, decomposed or unhealthy animal or vegetable or is contaminated with insects
When the food stuffs contain any toxic element
If the article has unwanted coloring substance or the coloring substance is in surplus of the approved limits.
If the food material consists of any banned or unwarranted preservatives

Following are the points of contact when the purity and quality of the food stuff falls below prescribed standard

Central Food Laboratory:  A laboratory recognized for testing adulterated food. Central food laboratories have been established in Kolkata and Mysore.
Committee: This is the Committee for Food Standards constituted under section 3; of the PFA act.
Director of the CFL: The Government of India appoints the director of Central Food Lab by notification in the Official Gazette may include any person appointed by the Government of India in like manner to perform all or any of the functions of the Director under this Act:
The person with no financial interest in the manufacturing, imports or sale of any food article must be appointed as a Director under this clause;

The Ministry of Health and Family Welfare is responsible for ensuring safe food to the consumers. Therefore the Health Ministry promulgated "Prevention of Food Adulteration Act, 1954". The key objective of the act is to make sure that the food consumer is getting is safe, healthy, pure and wholesome. It also aims at preventing frauds and deceptions in the food sector. The PFA Act has been amended time to time first in 1964, second time in 1976 and the third time in 1986 with the objective of plugging the loopholes and making the penalties more rigorous and empowering the consumers and other Voluntary Organisations to play an useful role in its execution and implementation.

Food Quality Control Services: In our country there is a three-tier system in place to make sure that food is safe and of high qualityo.

1. Central Government of India
2. State Governments /UT Governments
3. Local Bodies

The role of Government of India/Central PFA Cell: PFA act or The Prevention of Food Adulteration Act in India is a Central legislation. Standards and Rules framed under the PFA Act are equivalently applicable all over the country. Apart from framing of rules and standards, the ministry of health and family welfare of India has undertaken the below listed activities.
1. The ministry keeps a close liaison with all the States or local bodies for uniform implementation of laws of food
2. The ministry is involved in monitoring the activities of the States.  It collects periodical reports on working of the laws and regularly gets the reports of food poisoning cases and visits the States from time to time.
3. Ministry is also responsible for arranging periodical training programmes for Senior Officers or Inspectors or Analysts. Government also organizes various exhibitions/seminars/training programmes and publish pamphlet to create awareness of the programmes among the consumers.
4. From time to time the ministry approves labels of Infant Milk Substitute and Infant food, so as to safeguard the health of infants.
5. Ministry also coordinates with international bodies like ISO/FAO/WHO and Codex.
6. Carries out surveys and monitoring activities on food contaminants like colours.
7. It gives administrative/financial/technical support to four Central Food Laboratories located in Ghaziabad, Kolkata, Mysore and Pune and provides technical guidance to the food laboratories set up by the States/Local Bodies.
8. Ministry conducts different activities connected with National Monitoring Agency vested with powers to decided policy issues on food irradiation.
9. It is also involved in formulating Manuals of methods of analysis of food

Meeting between Pranav Mukherji and Team Anna Failed Back to Square One says Team Anna

The talks between Government and Team Anna lasted for about two hours and it seems there is no headway. The Team Anna indicated that they are back to square one. Mr Bhusan, Mr Kejriwal and Kiran Bedi told that the government has taken U turn and is not willing to listen to Anna's demands on Jan Lok Pal. They said they are quite diassapointed with the meeting and has to start from scratch again.

Now the question is what will happen to Anna Hazare. His health is deteriorating and according to team Anna the government said it is your headache how Anna breaks the fast the government is not concerned.

Pranav Mukherji said the Government has discussed the issue with all the parties in all party meet and they will try to incorporate Anna'a points in the bill. However there is no clear answer.

Ramlila Maidan is housefull and the people have started losing their patience as the government is not giving its clear stand.

Even the other parties including the major Opposition party BJP has not cleared its stand on Jan Lok Pal Bill.

People are saying these politicians have united and will never allow to pass Anna's Jan Lok Pal Bill because most of them are corrupt and they all see themselves behind the bars if the bill is passed.

Causes and symptoms of Anemia


                                 ANEMIA
INTRODUCTION
Anemia is defined as a decrease in red blood cell (RBC) mass.
The methods of directly measuring RBC mass are cumbersome & expensive so they are not of much use in clinical practice. Generally, anemia is recognized by the measurement of RBC count, Hematocrit or Hemoglobin (Hb) concentration.
The hematocrit/hemoglobin values vary with the age & sex of the patients & hence appropriate age & sex matching should be performed before arriving at a diagnosis.
CLASSIFICATION

MORPHOLOGICAL

This is usually based on size of RBC & its hemoglobin concentration:
1.     Microcytic – usually hypochromic or normochromic
2.      Normocytic – usually normochromic
3.     Macrocytic –

PATHOPHSIOLOGICAL

1.     Hypoproliferation -  due to bone marrow production defects
a)     Iron deficiaency anemia
b)    Chronic inflammation/Infection
c)     Renal disease
d)    Endocrine & nutritional deficiencies
e)     Marrow damage e.g. infiltration/fibrosis, Aplasia etc.

2.     Ineffective erythropoiesis – due to red cell maturation defects
a.)  Cytoplasmic defects
·        Iron deficiency
·        Thallasemia
·        Sideroblastic anemia

b.)  Nuclear defects
·        Folate deficiency
·        Vitamin B12 deficiency
·        Drug toxicity
·        Refractory anemia

3.     Decreased red cell survival  due to hemolysis/blood loss
·   Hemorrhage
·   Intravascular hemolysis
·   Autoimmune defect
·   Fragmentation hemolysis
·   RBC membrane abnormalities
·   Metablolic disorders



HYPOPROLIFERATIVE ANEMIAS
                 This is the most common type & constitutes roughly three-fourths of all cases of anemias . It basically reflects a partial or total failure of bone marrow to respond to the decreased RBC mass.
It is usually caused by a deficiency of iron or chronic inflammation, marrow damage or inadequate erythropoietin (EPO) stimulation.
The morphology is usually of the normocytic/normochromic type although microcytic hypochromic type may also be seen in some instances esp. with Iron deficiency.
Marrow damage by a drug or leukemia/ infiltrative disorder may also be a cause of reduce marrow proliferation.
A low Reticulocyte production Index with normocytic normochromic picture is typical of this form of anemia.

INEFFECTIVE ERYTHROPOIESIS
 In this case the erythropoiesis is stimulated but the produced erythroblasts have either nuclear or cytoplasmic defects & most of these defective blasts are destroyed before reaching the blood stream rendering the erythropoiesis ineffective.
Blasts with nuclear maturation defects usually show macroctyosis  while those with cytoplasmic defects usually show microcytosis.
So, a low RP Index associated with microcytic/macrocytic picture is suggestive of ineffective erythropoiesis.
Marrow morphology shows erythroid heperplasia ( Myeloid : Erythroid ratio <1:1)

HEMOLYSIS/BLOOD LOSS

This is associated with high RP Index, although an acute blood loss is not associated with increase RP index.
The stimulated production of RBCs is evident in peripheral blood smear by the increase of polychromatophillic macrocytes.
It is usually normocytic though in some cases microcytic picture may be seen due to rise in reticulocytes.
In acute blood loss RP index is not elevated because it takes some time before the EPO stimulation & bone marrow response can be triggered.
Chronic blood loss may often present as iron deficiency anemia.
Hemolytic anemias though rare, present with distinctrive clinical patterns with a common theme of high RP index
Some may present acutely while others may be identified only on incidental blood screening. Others follow an episodic course with relapses & remissions. A careful history of events, family  laboratory investigations may be needed to make a diagnosis.
